Sheger city administration

 In the recently established Sheger city administration, Nono sub city, residents living in the Melka Gefersa area called "Tsebel Mado" have explained to me that they are being robbed by the lower administrative authorities in a procedure that looks like "daily income tax" according to the Habesha. They have asked the concerned body to step down and take action against them. According to the residents, the local authorities are being forced to pay back payments starting from 50,000 birr because "you have lived there from 2004 to 2018". This newly requested money is in addition to the money the residents had already been paying has aggravated their complaints. "From 2018 E.C (meaning in the past 7 years) we have been told 'your house will be demolished' to contribute up to 20,000 birr for various issues" the residents who said, "this new demand for 50,000 birr is "injustice injustice". The residents also revealed that they were forced to pay illegal bills in order to get basic government services. According to the residents, they have been asked to pay 2,000 birr just to make sure that their house is on the air map or to "see". They are asked to pay 500 birr to receive any document from the administration. These areas that are included under the new Sheger city administration, which were previously under Oromia special zone and most of the residents are "undocumented" or in the process of legal recognition. Using the gap created by the administrative transition, some lower-ranking bodies and brokers are threatening residents with "your home is illegal, it will be demolished." While verifying "airmapping" is a standard process to verify the legality of homes (e.g. to indicate they were built before 2014), lawyers point out that using this process as a cash-out is a serious offense of corruption. The residents said, "we have been robbed by a new bill to keep our homes which we have built with shameless work and force" and have appealed to higher government agencies to intervene in the area and save them from this "organized robbery".
